There are usually 2 reasons guys are not signed this late:
1) No one wants them.
2) No one wants them at the price the player thinks they are worth. So he holds out hoping for a desperate team or injuries to rearctheir heads in camp, or to get multiple teams interested to drive the price up.
Risner is #2. He can clearly still play.
