I get it. It is probably more funny to some people than it is to others. It all depends on what kind of jobs you have had in the past.
When I was a young 'shavetail' second lieutenant (called 'shavetail' because in the cavalry days, they used to assign them to shave the horses tails), I was that theoretical person with the book in hand trying to tell everyone how to do their jobs. Fortunately, I had some good superior officers who set me straight and explained what my job actually was.
And I didn't see it as sexist. You could just as easily have put a young guy in the picture with a book and the meaning would have been to same.
