Who is our GM?  Right, we don't technically have one.  

We can't nail draft picks and/or develop them, otherwise our D would be much better today.  Could it be because we have, by far, the smallest (incompetent?) scouting dept. in the NFL?

I am so tired of the Brown family ineptness.

Scouting department could be a part of the problem. However, even if you have a great scouting department, it doesn't matter if their advice falls upon deaf ears and the one making the selections is operating rogue.
