Hiring more scouts seems like the obvious answer. They recently added 2 more (I think it was 2?). Baby steps. We should be all caught up with the rest of the league by about 2050.

A dedicated GM would be the other big change that seems like a no-brainer. Duke sucks at drafting trenches.
