They definitely need to explore some options at this point.
His price point could be too high for the Bengals right now and Risner knows the chances of a good team losing someone on the oline are pretty decent so he can afford to sit back and wait for that emergency, where he gets paid better.
If all else fails, he can decide to bite the bullet and play for a team of his choosing at a lower contract.
