No, 1st rounders' contracts are usually fully guaranteed with a clause for doing stupid off-field stuff like Henry Ruggs (an extreme example). Shemur wants his guarantee without the clause. 2nd-rounders are never fully guaranteed, as they are more apt to wash out due to on-field issues.
