Bengals v. Hamilton County - Square Off
Quote:$470 million worth of stadium improvements, which have been scaled back from the planned $830 million in a memorandum signed in April.
The county's contribution will be capped at $350 million and the team will pay $120 million.
The Bengals will manage renovations with input from the county.

How does the renovations cost get cut in half?   Either it needs to be renovated or it doesn't.   Since the Bengals are "managing" renovations under the new agreement, does that mean they were gouging the county/taxpayers?
