-Also asking to include non-relocation clause in new lease - current lease has that as well. Would also start long-term study on if/when to build a new stadium.

It is interesting. Bengals are in more of a time crunch to make a decision. I don't see Bengals agreeing to 15 year lease with a clause they can't relocate. That is a very import lever the team would be giving up.
