Not really. Surely not any of the cities you mentioned. 

OKC and Salt Lake are laughable suggestions.  San Antonio and St.Louis are slightly bigger metro and TV markets but neither are substantially better markets than Cincinnati.

Now,  if you want to go international with Mexico City, Toronto, or London then yeah those cities make a ton of sense from a market standpoint. However they also all have significant issues that hurt them in getting an NFL franchise.
Mexico City- Crime
London- Travel 
Toronto- Taxes
