It makes no sense for the Bengals to rennoavate without a new lease agreement. It does make sense they needed the costs to know if they want to sign a new lease.
The timing for phase 1 approval was in part due to the availability of loan money from an NFL program. These improvements won't actually be fully implemented until the next off-season
