Yes, a more complete DE like Watt and Garrett commands more money than a DE that is awesome rushing the passer and average setting the edge and stopping the run.

I have no idea what the FO offered him, but I am not going to jump to the conclusion it was not a fair offer. As for the communication, these things can get heated. I have seen people get upset and say I am done and walk away. Either side could have done that during the Bengal's offer Trey said he received.
