Yes the Governor can veto any bill. In general, the legislators can then override the veto, but need supermajority in both houses.
In Ohio, since Republicans control the House and Senate, the Gubernatorial veto would stand. But it looks like the Dems were against it and Republicans for it - and DeWine is not in favor???
I don't know who introduced the bill and was it in the House or Senate. But any movement to override the veto would have to be initiated in the house that it was originally introduced.
