Outside of those 8, I would also add the Louisville/Lexington area, which would draw from both cities. 
Riverside, California
Orlando, FL wants an expansion team
San Diego
Sacramento
Salt Lake City
Virginia Beach
Chicago (wants an AFC team in addition to the Bears)
Columbus, Oh
Oklahoma City
Portland, Oregon
San Antonio, TX
St. Louis
 
Add to those, Montreal, London, etc.

There is a laundry list of cities that would be smacking at the lips to have the Bengals. 
Any California team will want Ownership to pay for their own stadium. You can also add any City in Canada and Portland to that list.

St. Antino won't get a team because the Jones family won't allow it and the Bucs wouldn't allow a team in Orlando. The rest of the cities you mentioned are minor league cities or college towns that won't get a team.

They're tired of being screwed by the NFL. They've lost two teams in 40 years to moving. I doubt they would want to invest in a team without a local ownership.
