St.louis- They've been screwed twice by teams moving. Doubt, they would want to invest serious public money into a new stadium.

London- long shot because of Taxes.

Austin/San Antonio- Have to deal with Jerry Jones loophole.

They offered 1 billion to build a new stadium to keep their team.
